Senator Grace Poe confirmed that PhilHealth will receive no subsidy due to its substantial P600 billion reserve funds, stating that these funds are not being utilized effectively. Senator Risa Hontiveros described the zero subsidy as unfair and potentially unconstitutional, emphasizing that the government has an obligation to support vulnerable populations who cannot afford premium contributions.
