The Commission on Audit (COA) has highlighted a significant issue regarding the Land Transportation Office's (LTO) backlog of over 9 million motorcycle license plates. The COA's annual audit report revealed an "accumulated balance of 9,115,374 pieces of motorcycle plate backlogs for CY 2023 and prior years."
The report indicated that the backlog in plate production is due to "insufficient funds and delayed procurement of license plates for CY 2023," along with the failure to distribute produced plates to registrants. This situation reflects lapses in the LTO's performance, negatively impacting registrants who have already paid for their plates.
In addition to the motorcycle plate backlog, COA reported that 1,696,771 pairs of motor vehicle replacement plates remain "still not produced and delivered" to regional offices for distribution. These MV replacement plates, which were paid for during the 2015 renewal registration, total P763.55 million. Furthermore, COA noted that some MV replacement plates that have been produced and delivered to regional offices have yet to be issued to registrants.
State auditors have urged the LTO to expedite the production of both motorcycle plates and MV replacement plate backlogs, as well as to ensure timely issuance and distribution of these plates to registrants. As of December 2023, PMP has produced 769,711 pairs out of a total of 2,561,629 replacement plates.
The COA has also advised the LTO to engage with the Department of Budget and Management (DBM) regarding the immediate release of funds necessary to accelerate the production of both replacement plates and motorcycle plate backlogs. The LTO has stated its intention to follow up on its request for the remaining P2.1 billion from DBM "to completely address the backlogs for initially registered motorcycles from 2014 to 2022."
